Which System Do I Need?

Fire alarm systems are categorized by Grade (the system type) and Category (the level of coverage). For most residential lets and HMOs, a Grade D system is required.

Grade D1 (Mains)

A system of one or more mains-powered detectors, each with a tamper-proof standby battery giving power for the life of the detector.

Grade D2 (Mains)

A system of one or more mains-powered detectors, each with an integral standby battery (user-replaceable).

Radio Interlinked

Detectors communicate via radio frequency (RF). If one alarm triggers, they all sound. Ideal for retrofitting as no interlink wires are needed between rooms.

Grade A (Panel)

A system comprising a central control panel, manual call points, and sounders. Required for larger HMOs and commercial buildings.

Fire Alarm Installation Law: What London Landlords Must Do

The regulations behind every fire alarm installation

Two separate sets of rules sit behind a domestic fire alarm installation in England. The first is the Smoke and Carbon Monoxide Alarm (England) Regulations 2015, amended with effect from 1 October 2022, which set the bare minimum a landlord has to provide. The second is BS 5839-6, the British Standard code of practice for the design, installation, commissioning and maintenance of fire detection and fire alarm systems in domestic premises. That standard is what a council, an insurer or an HMO licensing officer will measure your system against.

The Regulations themselves are short. At least one smoke alarm must be fitted on every storey of the property on which there is a room used as living accommodation, and a carbon monoxide alarm must be fitted in any room used as living accommodation that contains a fixed combustion appliance, gas cookers excepted. Alarms have to be tested and confirmed working on the first day of a new tenancy, and repaired or replaced once a tenant reports a fault.

The government publishes a plain-English explanation of those duties for landlords and tenants as guidance on GOV.UK. It is worth ten minutes of any landlord’s time before a first system goes in, because it settles most arguments about who is responsible for what.

Where the standard goes further than the minimum

Meeting the 2015 Regulations is not the same as meeting BS 5839-6. The Regulations ask for an alarm per storey and say nothing about interlinking, grade or category. The standard sets out how the system should actually be designed: which grade of equipment is appropriate, which rooms get a detector, how loud the alarm has to be at the bedhead of a sleeping occupant, and how the finished system is commissioned and recorded.

In practice most London letting agents, licensing teams and insurers write the standard into their own requirements. A compliant system in a rented property is therefore normally a Grade D interlinked installation rather than a handful of standalone battery alarms bought from a DIY shed.

Where a building has common parts — a converted house in flats, a purpose-built block, a shop with a flat above — the Regulatory Reform (Fire Safety) Order 2005 also applies to those shared areas. The responsible person must hold a current fire risk assessment, and the detection system in the common parts is designed around whatever that assessment concludes.

Enforcement, penalties and the evidence you keep

Local housing authorities enforce the 2015 Regulations. Where a council is satisfied that a landlord has breached a duty it serves a remedial notice, and where that notice is not complied with it may arrange the work itself and impose a penalty charge of up to £5,000. HMO licence breaches are dealt with separately under the Housing Act 2004 and carry heavier consequences, up to prosecution or a civil penalty.

Whatever the enforcement route, the evidence a landlord needs is the same: a commissioning certificate naming the standard the system was installed to, the grade and category achieved, the position of every detector, and the date of the work. That document is issued at the end of every job we carry out, and it is the piece of paper a licensing officer asks for first.

How Much Does It Cost To Install A Fire Alarm?

Installation costs vary based on your property’s specific requirements. Here is a breakdown of the key factors.

Property Size & Category

The number of detectors required depends on your property size and the level of protection needed (e.g., LD2 vs LD3). A standard 3-bed house typically needs 3-4 interlinked alarms, whereas a 3-storey HMO might require 6-8 alarms plus heat detectors in kitchens.

Wired vs Wireless

Mains Wired: Hardware is cheaper, but installation takes longer as cables must be run between every alarm. Best for renovations.

Radio Interlinked: Detectors are more expensive, but installation is much faster with less disruption to decor. Ideal for finished properties.

System Grade

Grade D: Mains-powered alarms with battery backup. Standard for most rental properties.

HMO licensing standards

Mandatory HMO licensing applies in England to any house in multiple occupation occupied by five or more people forming two or more households, and a great many London boroughs run additional or selective licensing schemes on top of that. Every licence carries conditions, and fire detection is always one of them.

Councils generally assess fire detection in existing shared housing against the LACORS national guidance on housing fire safety, which reads across from BS 5839-6. That is why a licensing officer will ask for the grade, the category and the commissioning paperwork rather than simply counting the alarms on the ceiling.

LD2 and LD3 categories explained

Category is the part landlords get wrong most often. It describes how much of the property is covered, and it is chosen from the layout and the risk rather than from a price list.

  • LD3 covers the escape route only — the hallway on each floor and every landing. It is the usual answer for a small two-storey shared house or a self-contained flat.
  • LD2 covers the escape route plus the rooms that present the highest risk, in practice the kitchen and the principal living room. It is the usual answer for a three-storey shared house, a bedsit-type HMO and most licensed properties.
  • LD1 covers the escape route plus every room in which a fire could start, bedrooms included. It appears where a risk assessment calls for it or where a converted building has an unusual layout.

Grade and category are chosen together. A Grade D1 system — mains-powered detectors with sealed ten-year lithium backup cells, all interlinked — covers the overwhelming majority of London lets at either LD2 or LD3. Larger or higher-risk buildings step up to a Grade A panel system with manual call points, sounders and a monitored control unit, which is a different job and a different price.

What is a Mains Powered Fire Alarm?

A mains-powered fire alarm (Grade D) is hardwired directly into your property’s 230V electricity circuit, typically off a dedicated circuit at the consumer unit or a local lighting circuit.

Unlike standard battery alarms that can run out of power without warning, mains alarms provide continuous protection. Crucially, they also feature a backup battery to ensure they continue working during a power cut.

Where Detectors Go in a Fire Alarm Installation

1. Hallways and Landings

Every escape route gets an optical smoke detector: the hall at ground floor level and each landing above it. These are the devices that give a sleeping occupant time to reach the front door, so they are fitted on every category of system from LD3 upwards, and they are always interlinked with the rest of the property.

2. Living Rooms and Lounges

The principal living room is the classic ignition point in a domestic fire — upholstery, electrical goods, chargers and, in older London stock, an open fire or a wood burner. An LD2 system adds a detector here, positioned clear of the chimney breast and away from the draught of a doorway.

3. Kitchens and Utility Rooms

Kitchens take a heat alarm, never a smoke alarm. Cooking fumes and steam set optical detectors off within days, and an alarm that cries wolf gets taped over or unhooked, which is far more dangerous than no alarm at all. The heat device is interlinked with the escape-route smoke alarms so the whole property still sounds together.

4. Bedrooms and Bedsit Rooms

Bedrooms are detected on an LD1 system, and in bedsit-type HMOs where a single room is used for both sleeping and cooking the room needs its own detection whatever the headline category. Where a room contains a fixed combustion appliance it also needs a carbon monoxide alarm, which is a separate legal duty from the smoke detection.

5. Cellars, Lofts and Risers

Basements, converted cellars and loft rooms are frequently missed. If a storey has a room used as living accommodation it needs an alarm, and if that storey is on the escape route it needs one regardless of how it is used. Plant cupboards, meter risers and integral garages are judged on the risk assessment for the building.

6. Positioning and Clearances

Detectors are mounted on the ceiling, in the middle of the room where possible, and kept clear of light fittings, ventilation grilles and the corner where wall meets ceiling. Distances from walls, from heat sources and from the edge of a stairwell are all set by BS 5839-6, and they are the details a commissioning engineer records device by device.

Testing, servicing and the ten-year clock

A detection system is not a fit-and-forget purchase. BS 5839-6 expects a weekly test of the system by the occupier — press the test button on one detector, confirm every other device sounds — and a periodic inspection by a competent person. In a rented property the landlord provides the alarms and keeps them working; the tenant presses the button.

  • Weekly: occupier test of one device, checking that the interlink carries to every other alarm in the property.
  • Start of every tenancy: the landlord tests and records that all alarms are working on the first day of the term. This is an explicit duty under the 2015 Regulations.
  • Annually: a competent-person check of the detectors, the interlink, the supply and the standby batteries, documented for the licence file.
  • Every ten years: replacement of the detector heads. Sensors drift with age, and a sealed lithium cell reaches the end of its service life at roughly the same point.

Faults reported by a tenant have to be dealt with, not diarised. If a device is chirping, discoloured, sounding without cause or simply past its replacement date printed on the casing, it needs swapping, and we can usually do that on the same visit as a service.
