What is a Fire Safety Certificate?
A Fire Safety Certificate is a comprehensive document verifying that all your fire safety systems—alarms, emergency lighting, and extinguishers—are functioning correctly and meet British Standards (BS 5839, BS 5266, BS 5306).
While often confused with a Fire Risk Assessment (FRA), which identifies hazards, the Certificate proves that the physical equipment installed to mitigate those hazards is actually working. Both are critical for HMOs, blocks of flats, and commercial premises under the Regulatory Reform (Fire Safety) Order 2005.
In practice the phrase covers a small bundle of records rather than a single page: a system inspection and test record for the alarm under BS 5839, a periodic inspection and test record for the emergency lighting under BS 5266, and a service record for each extinguisher under BS 5306. Why Your Property Needs a Fire Safety Certificate
Fire protection equipment is the only part of your building designed for the worst day it will ever have. An alarm panel sitting on a flat standby battery, a detector clogged with dust, or an emergency light whose cells no longer hold three hours all look perfectly normal until the moment they are needed. Testing is the only way to know, and a record of that testing is the only way to prove it.
The duty is also personal. Under the Regulatory Reform (Fire Safety) Order 2005 the “responsible person” — usually the landlord, freeholder, managing agent or employer — must keep fire detection, alarm and fire-fighting equipment in efficient working order and in good repair. That obligation does not transfer to a tenant, and it does not pause because a building is empty between lets or because a block is on a stay-put strategy.
And it is the paperwork everyone else asks for. Councils ask for it when they license an HMO, insurers ask for it after any incident, and a buyer’s solicitor asks for it during conveyancing. A missing record is exactly the sort of detail that stalls a licence renewal or a sale, and the delay costs far more than the inspection ever does.
Fire Safety Law: What London Landlords Must Do
The Fire Safety Order behind your certificate
The rules that make testing compulsory are set out in the Regulatory Reform (Fire Safety) Order 2005. It applies to virtually every non-domestic premises in England and Wales, and — the point most landlords miss — to the communal parts of blocks of flats and houses in multiple occupation.
The Order places the duty on a “responsible person”: the employer in a workplace, and otherwise the person in control of the premises, which in a let building is normally the landlord, freeholder or managing agent. Article 9 requires that person to carry out and keep under review a suitable and sufficient fire risk assessment. Article 17 requires that fire-fighting equipment, fire detection and alarm systems and emergency routes are covered by a suitable system of maintenance and kept in efficient working order and good repair. Your fire safety certificate is the evidence that Article 17 has been satisfied.
Two later pieces of law tightened this for residential buildings. The Fire Safety Act 2021 confirmed that in multi-occupied residential premises the Order reaches the building’s structure, external walls and flat entrance doors. The Fire Safety (England) Regulations 2022 then added specific duties in blocks of flats, including routine checks of communal fire doors and better safety information for residents. The government’s workplace fire safety guidance summarises the responsible person’s duties in plain English, and the National Fire Chiefs Council publishes further guidance aimed at building owners and managers.
Fire safety certificate testing frequencies and deadlines
The Order does not print a timetable. It requires maintenance to be suitable, and the British Standards define what suitable looks like. These are the intervals an inspector expects to see reflected in your logbook:
- Alarm system — every six months. BS 5839-1 recommends servicing by a competent person at intervals of no more than six months, with every device inspected over the course of a year.
- Alarm — weekly user test. Operate one manual call point each week, using a different one in rotation, and record it. That test belongs to the duty holder, not to us.
- Emergency lighting — monthly and annually. BS 5266-1 sets a short monthly function test plus a full rated-duration test, normally three hours, once a year.
- Extinguishers — annual basic service. BS 5306-3 sets an annual basic service by a competent person, with extended servicing or overhaul at longer intervals depending on the extinguisher type.
- Fire doors — routine checks. In multi-occupied residential buildings the Fire Safety (England) Regulations 2022 require regular checks of communal fire doors and best-endeavours checks of flat entrance doors, with more frequent checks in taller buildings.
- Fire risk assessment — kept under review. There is no fixed expiry in law. It must be reviewed regularly and whenever the building, its use or its occupants change.
Diary the six-month alarm service and the annual emergency lighting duration test together and the rest of the year looks after itself. Licensing officers routinely ask to see the last two records, so keep the previous one as well as the current one.
What happens if you cannot produce a record
Enforcement sits with your local fire and rescue authority, and its inspectors have real powers. They can issue an alterations notice where changes to a building would create a serious risk, an enforcement notice requiring specific work within a set period, and a prohibition notice restricting or stopping the use of all or part of a building with immediate effect. A prohibition notice on a block of flats or a restaurant is a commercial emergency, not a paperwork problem.
Breaches of the Order are criminal offences and can be prosecuted, with penalties ranging from fines to imprisonment in the most serious cases. Penalty levels and enforcement practice change over time, so check the current guidance published by your fire and rescue authority or on GOV.UK rather than relying on figures quoted second-hand.
The commercial consequences arrive faster than the legal ones. Buildings insurance commonly requires fire protection systems to be maintained to the relevant British Standard, and a claim after a fire is a poor moment to discover the alarm was last serviced three years ago. In an HMO, a missing record can hold up a licence application or put you in breach of a licence condition you already hold.

What is Tested During a Fire Alarm and Emergency Lighting Inspection?
1. The Fire Alarm Control Panel
The panel is the brain of the system and the first thing we look at. We check the mains supply and the standby batteries, confirm the panel is showing normal rather than sitting quietly on a fault, and verify that every zone is correctly labelled so an attending crew knows where to go. Battery capacity is measured rather than assumed, because a set of cells that can no longer hold the system up for its required standby period is one of the most common failures we find.
2. Detectors, Call Points and Sounders
Every detector is tested with artificial smoke or heat rather than simply inspected, and each manual call point is operated in turn using a test key so no glass is broken. We confirm the correct zone appears at the panel, then measure sounder audibility around the building — including behind closed bedroom doors, where BS 5839 expects the alarm still to rouse a sleeping occupant. Detectors are cleaned, and any head past its service life is flagged for replacement.
3. Emergency Lighting
Emergency lighting is tested by simulating a mains failure and leaving the fittings running for their full rated duration, normally three hours. We check that every escape route, stairwell, change of level and final exit is covered, that charging indicators are lit, and that diffusers and lenses are clean enough to deliver the light output the design assumed. Any fitting that dims early or fails to strike is recorded with its exact location so replacement is straightforward.
4. Fire Extinguishers
Each extinguisher is checked for pressure, weight, seal and pin condition, hose and horn integrity, and correct mounting height and signage. We also confirm the type suits the risk in that room: a water extinguisher beside a commercial fryer or a distribution board is a finding, not a detail. Units are serviced in line with BS 5306-3, and anything due for extended servicing or overhaul is identified along with the date it falls due.
5. Fire Doors and Escape Routes
We carry out a visual inspection of fire doors on the escape route: gaps around the leaf, the condition of intumescent strips and cold smoke seals, hinges, glazing, and whether the self-closer pulls the door fully into the frame from any open position. Escape routes are walked end to end to confirm they are clear, that final exits open easily without a key, and that signage actually leads somewhere. Anything wedged, propped or stored is recorded.
6. The Fire Logbook and Records
Equipment that works is only half the duty; you also have to prove it. We review the logbook, add this visit’s results, and set out the tests you are expected to carry out yourself between our visits — the weekly call point test and the monthly emergency lighting function test. Where no logbook exists we create one and leave it on site, together with an asset register listing every device by location so future engineers and inspectors can follow it.
Who Needs a Fire Safety Certificate?
Landlords, HMOs and managing agents
If you let a house in multiple occupation, you are the clearest case. HMOs combine more occupants, more cooking and longer escape distances than a single-household home, so councils treat the alarm system as the single most important piece of equipment in the building. Licence conditions almost always require a current test record, and an officer can ask to see it at any inspection.
Small shared houses usually run a Grade D1 LD2 system: mains-powered interlinked smoke alarms with a tamper-proof standby supply on the escape route, plus a heat alarm in the kitchen. Larger or higher-risk HMOs step up to a Grade A panel system, which is tested and certificated in the same way a commercial installation is. Your fire risk assessment, not guesswork, should decide which grade and category the building needs.
Where a managing agent runs the property, responsibility can be shared but rarely disappears: the Order can treat more than one person as responsible, and the freeholder normally remains responsible for communal areas. Put in writing who books the testing, who holds the logbook, and who receives the record when it is issued.
Blocks of flats, commercial and mixed-use premises
In a purpose-built block the Order applies to the communal parts — stairs, corridors, bin stores, plant rooms, and the detection or emergency lighting serving them. The freeholder or its managing agent is normally responsible for those, while the leaseholder looks after everything inside the flat. Blocks on a stay-put strategy often have no communal alarm at all, but they do have emergency lighting, signage and sometimes dry risers, and all of it still needs testing and recording.
Offices, shops, restaurants, salons, warehouses and places of assembly sit squarely within the Order as workplaces. They also tend to carry the most equipment: a panel system, emergency lighting on every escape route, several classes of extinguisher, and sometimes a fire blanket or suppression unit in a kitchen. Mixed-use buildings — a shop with flats above being the classic London example — need the commercial and residential elements considered together, because a fire in one reaches the other.
Whatever the building type, the underlying question is identical: does the equipment do what it was designed to do, and can you prove it on paper?
How your certificate fits with other compliance checks
The certificate proves the equipment works. It does not tell you what equipment you should have — that is the job of a fire risk assessment, the legal starting point under the Order and the document an inspector asks for first. Fire sits alongside the other compliance documents most London landlords hold. Electrical safety is covered by an EICR certificate, required at least every five years for private rented homes in England under the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020. Gas appliances need an annual gas safety certificate under the Gas Safety (Installation and Use) Regulations 1998. Energy performance is covered by an EPC, with a minimum band E required to let under the MEES rules; a higher minimum band has been proposed and reviewed more than once, so check current government guidance before planning works around it.

Preparing For and Reading Your Certificate
Preparing for your fire safety certificate inspection
A little preparation shortens the visit and stops a device being recorded as untested simply because nobody could reach it. None of it takes long:
- Find the logbook. The engineer needs the previous test records, the system design category and the device list. If there is no logbook, we will start one.
- Arrange access to every room with a detector. In an HMO that means every let room; a locked bedroom door is the most common reason a record comes back incomplete.
- Locate the panel and any keys. Alarm panels are often in a cupboard, a riser or a concierge office, and the key is often somewhere else entirely.
- Warn tenants and neighbours. Testing is loud. Written notice of at least 24 hours is the usual standard and it prevents a well-meant 999 call.
- Tell any monitoring centre. If the system is linked to a remote receiving centre, put it on test for the day so the fire service is not mobilised.
- Clear the escape routes. Bikes, buggies and stored furniture in a corridor will be recorded as a finding, and they are also the reason people die in fires.
A small HMO or a single commercial unit usually takes one to two hours. A block with a panel, dozens of devices and a full emergency lighting circuit takes longer, and the three-hour lighting duration test is normally scheduled so the building is never left unlit while people are using it.
How to read your fire safety certificate
The paperwork is short, but every line has a purpose. Check these before you file it:
- Premises and responsible person. The address inspected and the person or company the record is issued to.
- System description. For an alarm, the BS 5839 grade and category — Grade A category L2, for example. This tells you what the system was designed to protect.
- Device schedule. Every detector, call point, sounder and luminaire, its location, and whether it was tested and passed.
- Test results. Standby battery capacity, sounder audibility levels, call point operation, and for emergency lighting the duration actually achieved.
- Non-conformities. Anything that does not meet the standard, graded by seriousness, with a recommendation against each item.
- Engineer and dates. Name, qualification, the date of the test, and the date the next one falls due.
Two details deserve a second look. First the category: a category L2 system in a building whose risk assessment calls for L1 is a gap you own, not one the engineer created. Second the device schedule — an item marked “not accessed” has not been tested, so the record does not cover it and the next inspection will still find it.
What Happens If Your System Fails?
Non-conformities, defects and unsafe systems
There is no simple pass or fail stamp on fire system testing in the way there is on an MOT. What you get instead is a list of non-conformities against the relevant British Standard, each recorded with its location and a recommendation, plus the engineer’s overall statement on whether the system remains fit for purpose.
- Critical faults. A dead panel, a zone that does not sound, a detector that will not activate, or emergency lighting that lasts minutes rather than hours. These leave the building without the protection it is supposed to have and need attention immediately.
- Serious non-conformities. Coverage gaps, missing or wrong-type devices, a standby battery no longer meeting its rated capacity, or a call point blocked by storage.
- Advisory items. Ageing but functional equipment, missing labels, an incomplete logbook, or design points that no longer match the current edition of the standard without being unsafe.
Where a system is left unable to raise an alarm, the responsible person must put a temporary measure in place — commonly a documented fire watch or a temporary wireless system — until the repair is complete. We tell you plainly if that is the position rather than burying it on page nine of a report.
Repairs, re-testing and getting your record issued
Small defects are usually fixed during the visit. Standby batteries, detector heads, break-glass elements, missing signage, and extinguisher pins and seals are stock items our engineers carry, so the record can be issued the same day without a second appointment.
Larger work — extending a zone, replacing a panel, rewiring emergency lighting, or upgrading an HMO from standalone alarms to a Grade A system — is quoted in writing before anything starts. Once the work is complete the affected devices are retested and the record is issued against the system as it now stands. Where a system is extended or altered we also issue the appropriate design, installation and commissioning paperwork, because a test record on its own does not cover new work.
Whatever the outcome, we update the logbook on site, leave you with the digital pack, and diary your next service date before we go. If you already know something is wrong — a panel showing a fault light, a bulkhead that never comes on — say so when you book the inspection and we will allow extra time on the visit.
